Like a lot of the newer characters, Finn probably has more figures than some of the original or prequel movie characters because he's been around for the entirety of the Black Series.
For Force Awakens there was a Finn in Poe's jacket and normal clothes
And for Last Jedi there was a Finn in Imperial officer disguise
There's also one of Finn in his original Stormtrooper getup with the bloodstain on the helmet
That's three figures while we're still waiting for a six-inch Biggs or Porkins or other important characters like that. LOL. It seems kind of weird they didn't seem to make a new figure of him or Poe for Rise of Skywalker. Finn's outfit I suppose wasn't that different from Force Awakens, but when has that ever stopped Hasbro?

I tend to think eps 8 and 9, along with Solo, were such disasters that they are shying away from them and going for the "hot hand" in the Mando because toys that sell are better for toy companies and retailers than toys that just sit around a warehouse or a store shelf until they get written off to Ollies and the like
